										<content:encoded><![CDATA[<p>Ken Allen, who has taken a uniquely collaborative approach to developing a housing project at the Bethlehem Christian Preschool and former church on Stafford Road in Lake Oswego, has zeroed in on a design.</p>



<p>After a number of community meetings, Allen has proposed a site with 15 cottage clusters, 19 townhouses and 35-to-45 affordable condos along with open space, common areas, a relocated preschool and a community cafe.</p>



<p>Allen, a developer and Palisades resident, hoped to garner neighborhood support and participation, so he sought assistance from neighbors in coming up with a final plan. He wanted to avoid the typical cycle of a developer proposing what they want to do and often blindsiding residents who oppose the proposal.</p>



<p>“I feel like I was called to a higher standard of stewardship on the site because it’s my backyard and my neighborhood,” he said.</p>



<p>During four meetings, about 15-to-30 people made their voices heard. Though Allen said they did not achieve total consensus — there were some who worried about increased traffic and did not want the site developed — he believes they’ve come up with a positive result and would do the process again in hindsight.</p>



<p>The group decided they wanted a mix of housing options for seniors and young people, with varying sizes and price points throughout the site.</p>



<p>“Cottages will be designed with Seniors in mind and townhomes for young families wanting an option to large overpriced homes in LO,” Allen wrote via email.</p>



<p>To make the condos affordable for people who make less than 100% of the area median income, Allen plans to work with an affordable housing partner, mentioning Habitat for Humanity and Hacienda as possibilities. In terms of transportation, he said he heard that TriMet is considering adding bus services to serve the future recreation and aquatic center near the site. He also plans to alter the site’s entrance to reduce impacts.</p>



<p>Allen heard plenty of feedback about wanting the site to be ecologically friendly and plans to achieve certification through the Leadership in Energy and Environmental Design green building program.</p>



<p>A final neighborhood meeting on the proposal is set for 6 p.m. Thursday, Feb. 15 at the old church at 17979 SW Stafford Road. Allen expects to begin the application process with the city of Lake Oswego a few weeks thereafter.</p>

<p>As a longtime Lake Oswego resident and a real estate developer, I share Mayor Buck and Councilor Mboup’s goal of creating the right conditions to facilitate realistic housing possibilities. Over the years, I have learned from the school of hard knocks — what succeeds and what fails.</p>

<p>Now that my children are young adults and have families of their own, I see the challenges they face in becoming homeowners, especially in Lake Oswego. Metro’s Urban Growth Boundary, interest rates and rising construction costs all impact affordable housing options.</p>

<p>I recently acquired the rights to the old church and the Bethlehem Christian Preschool property located at 17979 SW Stafford Road in Lake Oswego. These 6 acres are adjacent to Rassehk Park, Luscher Farms and the new recreation and aquatics center adjacent to Lakeridge High School. </p>

<p>To date, we have held four public/community meetings where we engaged with neighbors and concerned citizens. We discussed sustainable goals, concerns, issues and opportunities associated with redeveloping this property. Each meeting is built on the previous conversations. As a result, at our last meeting on Dec. 7 we presented a series of four options that addressed citizens’ concerns and issues, while helping to meet the city’s need for middle housing that would not impact existing natural areas and farmland.</p>

<p>The options discussed included a mix of townhouses, cottage clusters and affordable housing, as well as retaining the preschool. Each of the options utilizes Oregon HB 2001 that passed in 2019 and provided more housing choices, especially affordable options, by allowing certain traditional housing types like duplexes, triplexes, quadplexes, cottage clusters and townhomes in residential zones. Our options also meet the city’s housing goals — entry level housing with a smaller footprint and on land that is already in the developed portfolio.</p>

<p>Our next neighborhood/community meeting will be Thursday, Feb. 15, from 6-8 p.m, at 17979 SW Stafford Road in Lake Oswego. The objective is to gather additional input on the housing project before formally submitting the project to the city of Lake Oswego. Once the application is submitted, there will be a formal public hearing as required by the city’s land use planning process. 										<content:encoded><![CDATA[<p>The City is currently working with our community to complete two distinct plans related to issues Lake Oswego cares deeply about: housing production and the urban forest. While the plans stand independent of one another, over the past several years we’ve seen neighborhood conflicts arise between the two themes, especially when housing production means removal of trees. These disputes highlight how deeply Lake Oswego residents care for our role in addressing Oregon’s housing shortage and how critical they deem the health of the urban forest. Neighbors also reflect differing viewpoints on affordable housing and how precarious it can be to navigate private property rights when issues as significant as housing and the environment appear to collide.</p>



<p>The high value Lake Oswego places on trees and natural areas isn’t just reflected in words through stringent tree regulations or in policies protecting open space and the enhancement of natural areas. You see if reflected in the actions of our residents fostering a healthy forest and in the immense canopy Lake Oswego enjoys as an urbanized area. Despite population and housing growth over the past decades, Lake Oswego’s tree canopy has continued to flourish and is the second highest in the Metro area only to King City. While there remains room for improvement and adaptation especially as climate change impacts species viability, we enjoy the canopy other cities aspire to achieve.</p>



<p>Avoiding caustic disputes over trees and housing and angst over affordable housing requires more trust and dialogue between community members – neighbors, builders, nonprofits and the City alike.</p>



<p>In our city environment constrained by the urban growth boundary, housing production is complementary to environmental protection, keeping forests and farmland from sprawl-induced destruction even if it means some trees are removed and replanted locally. We understand the often-voiced complaint that removing and replanting trees for large homes seems antithetical to our community values. That statement rings true. As our household size decreases, the size of dwellings is increasing, taking sustainable living and what can be viewed as excessive trees along with it.</p>



<p>At the same time, when the City introduces middle housing (multiple units via plexes and cottage clusters on one lot) as a chance to build smaller, more sustainable housing units or when housing for low and moderate income families is proposed, neighborhood pushback is strong.</p>



<p>Recently two separate cottage clusters were proposed on lots that would each typically contain one large single-family home. Unfortunately, both clusters received vociferous neighborhood opposition. Also antagonistic to housing, neighbors erected signs on the construction fence surrounding Habitat for Humanity’s townhome project on Boones Ferry Road, the City’s first ever affordable for-ownership project, chastising the City Council for “destroying the forest.”</p>



<p>Efforts to slow and stop housing production under the refutation of environmental concerns, neighborhood traffic and the like are misplaced at best and at worst an acidic reminder of the elitist, classist and racist tropes that historically gave Lake Oswego a horrific reputation regionwide.</p>



<p>Likewise, developers need to better read the room and demonstrate the respect for our natural surroundings the community demands. Our residents have made clear they want to see more creative housing designs that incorporate existing trees, especially those of large stature. Developers have been successful in Lake Oswego, and instead of engaging in adversarial neighborhood relations by shoving forward the maximum of what is legally allowed, they should step back and first be thoughtful to the existing environment. Even better, some of our most prolific builders could apply their advanced knowledge of our code to help address the housing shortage and construct designs that meet the needs of more Oswegans.</p>



<p>There are no codes to regulate being good neighbors and community members. Together we must build trust as we coalesce around continuing to enhance the natural environment locally while realizing that creating conditions of possibilities for families to join and in many cases remain a part of our community is all a part of that process.</p>
